Kathilynn Carpenter has served as Executive Director of the Sunrise MarketPlace business improvement district since 1999. The District includes more than 500 business and property owners in the heart of Citrus Heights. Her responsibilities include day-to-day administrative and financial operations, implementing and managing programs and services, serving as liaison to the Board of Directors and the City of Citrus Heights and as spokesperson for the District.
She has worked with business improvement districts since 1996. Prior to that, her successful career, included 16 years in hotel sales and marketing in the resort and gaming industry. From 1992 to 1996, she was involved in the public-private sector redevelopment project, the Fremont Street Experience in downtown Las Vegas. Ms. Carpenter was vice president of the development team, which created the $70 million light and sound show canopy and pedestrian mall.
Ms. Carpenter is a currently Chair of the Sacramento County Policy Planning Commission.
She is also a member of the International Council of Shopping Centers. She served on the
board of the International Downtown Association (IDA) from 1995–1998. Ms. Carpenter
is also a member of the Citrus Heights Chamber of Commerce and was named 2002
Business Person of the Year by the Citrus Heights Chamber of Commerce. Ms. Carpenter
was a founding board member of the Downtown Las Vegas Partnership and was included in
Distinguished Women of Southern Nevada in 1995 and 1997. She received her BA in
Journalism from the University of Nevada, Reno.
